Southeast LA
Fighting for Environmental Justice in Southeast Los Angeles

CBE has been organizing in Southeast Los Angeles (SELA) since the 1990s, when a concrete mountain, known as La Montaña, rose up in front of people’s homes, next to where Linda Marquez High School now stands. In response, community members came together to fight back, forming a group called La Causa, and we’ve been building intergenerational power ever since.
SELA is comprised of multiple cities Southeast of Downtown Los Angeles, including Huntington Park, Bell, Maywood, Bell Gardens, Cudahy, South Gate, Lynwood, and unincorporated Walnut Park and Florence-Firestone. Our neighborhoods are heavily impacted by the goods movement and borders the City of Vernon, an exclusively industrial city. Our communities lack green space, face extreme urban heat, and are made up primarily of low-income tenants and people of color.
Over the years, we’ve won key victories through community-led campaigns. We stopped the proposed Vernon and Nueva Azalea power plants, preventing more pollution from being dumped in our neighborhoods. Our organizing helped block the 710 Freeway widening alongside our partners, and we’ve successfully pushed for air quality rules that lower cancer risk and protect community health.
Our Campaigns and Programs
-
Mobility Justice
710 Freeway
Our 710 campaign is a direct challenge to the ongoing legacy of systemic inequities embedded in transportation infrastructure. For over 20 years, members of the I-710 South community have organized and mobilized hundreds to defeat a freeway expansion proposal that would harm their communities and have transformed it into an investment plan that includes projects aimed at reclaiming our right to clean air and safe mobility. We continue to fight for community leadership in the decision-making process to ensure these projects uplift and value our health.
-
Industrial Accountability
Exide
Everyone has the right to work, play, and live without fear of toxic exposures. Our Exide campaign pushes for industrial accountability, tenant protections, a just community cleanup, and the transformation of state agencies.
-
Incompatible Land Use
U-Haul (Previously Central Metal Inc.)
Our U-Haul campaign fights back against the toxic redevelopment at the former Central Metal site and calls for a community-led vision for the land. Inequitable and discriminatory land use and zoning processes must end to protect current and future communities from multiple sources of pollution.
-
Housing Justice
Stay Housed LA
Stay Housed LA is a partnership between Los Angeles County, the City of Los Angeles and local community and legal service providers. Together, we provide the residents of Los Angeles County, from Lancaster to Long Beach, with information and resources to keep people in their homes.
-
Park Equity
SELA Green Spaces
CBE has taken the lead in advancing the community’s vision for park equity in the cities of Huntington Park, Walnut Park, Maywood, and Cudahy. Together, we are working to rectify disparities in park access and bring more green spaces to Southeast LA, empowering residents to re-imagine and actively shape the landscape of the place they call home.
-
Energy
Regenerate CA
We have a vision to transition off of dirty and dangerous gas plants in California, and to create a regenerative and just clean energy economy. Regenerate California is building a powerful movement to power up clean energy and power down dirty gas, and is supported by many environmental justice organizations, environmental groups, social justice organizations, and clean tech groups. We represent impacted communities throughout California from San Diego to Northern California.
-
Water Justice
PFAS Tap Water Analysis Study
In 2021, we conducted a tap water study throughout homes in different parts of SELA. This was a scientific and community research collaboration between the Public Health Institute, UCSF, and CBE focused on potential contaminants in drinking water in California that can cause breast cancer. In the study we found that 89% of the water tests in SELA contained PFAS, including PFOA & PFOS. This is also an area that has elevated breast cancer rates. We are still in the works to find solutions for water justice in SELA.
-
Energy
SOMAH
CBE is a community partner of the SOMAH Program, supporting our Southeast LA affordable housing tenants, property owners, and solar job seekers. Through SOMAH, we aim to bring the environmental, economic, and employment benefits of solar energy to Environmental Justice communities.
